Yes. Diagram #5 is the clip that holds the bumper in place. That clip is hard to install and take off though, you need to remove ~6 screws that holds the bumper down on the bottom, 3 expanding rivets on each wheel well, and 1 additional screw each on the wheel well, then the bumper basically pulls out and off straight. The clips will "release" with a loud pop.

To replace #5 on the diagram, you need to destroy the part. Break it up into little pieces then work each tab out. Then the new one slides in and clips in, make sure each "clip" snaps into the fender.
