I would highly recommend a dual action polisher like this:

Its easy to use, and totally safe. Unlike a rotary polisher, you can't hurt the paint with a dual action polish. The clutch will stall out before you can heat up the paint and damage it.

I'm guessing its tough to get harbor freight stuff in Dubai. The polish I recommended above is also sold by Meguiars, Griot's Garage, and Porter Cable. They all have different labels on them (and will cost about twice as much as HF), but they are the same polish, same motor, etc.

I would guess something between 3 and 7. Unless your paint is really trashed, you don't need something as strong as #105 Ultra Cut Compound above. And if you can't get Mirror Glaze products, the Meguiars Ultimate Compound and Ultimate Polish are very similar forumlas, and I've worked with both in the past with good results.

If you're going to do the buffing by hand, it might be easier to use something with more cut (closer to a 7 on the charge above).
