If I recall, once the skirt is in place the rubber strip gets sandwiched between the skirt and body parts. It ain't coming out.
It has been over 8 years since I installed mine, but I didn't put any adhesives on it for sure. I think I just dabbed some hot glue at strategic places to hold the rubber strip on while I install and it's held up fine.
