When you initially pull the corners of the bumper out you have to be very careful with the top-most rivet hole for the fender liner. If you look closely you will see that the rivet doesn't just go through the liner and bumper but also through that bumper clip, so you have to squeeze your fingers between the clip and bumper at the back/top and so you're only pulling on the bumper and not the clip as well. Hopefully that makes sense.
