I recall reading Blackstone reports where they (Blackstone) commented that lead levels were down by raw number, but given lower miles on the oil, they said that makes sense. It takes time for the shearing to occur enough to produce elevated levels. Edit: just read the report posted here and Blackstone stated this fact regarding miles here too.

OP, I'd read back through the old threads regarding correlation of lead values and other metals being an indicator, not just elevated lead alone.
