I had the same issue and couldn't get it to stay in place, flush to the bumper.
My solution is to mod the bumper & close the opening.

Ideally I'd love to have all four corner light/reflectors filled. Just can't justify it until I need paint. I was kinda disappointed once I got behind the bumper cover and found out the corner light in the rear isn't all that securely attached. Painted lenses will have to do for now.
