False. At 3k rpm, the average S54 puts out 200 lb-ft of torque. To have 350 lb-ft, you would have to be developing 11 psi at 3k rpm. At redline, you would be up around 25-30 psi, maybe more.

If you lower the compression, off-boost performance suffers (meaning low rpm in a centrifugal setup). The only way to have that much torque on an S54 is with a turbo or nitrous.

All centrifugal blowers aren't identical, but they behave very similarly. They all have two things in common - the rpm of the engine determines the rpm of the blower, and the higher the rpm the greater the boost. There is no other way to put it.
