IMO it doesn't make sense to have a crappy hole through the liner.
As you can see the bumper edge leaves a lot of room to push the liner back a bit with a little heat.

4 degrees of camber and a proper (IE wide sectional width) makes it a bit more than 5mm
I'd much rather have grip and a slight hole in my plastic liner, than go to a smaller tire size and mess with a heat gun but that's just me.
