My local shop at toronto quoted me 700CAD for a full inspection including oil change, if the price difference is significant then might as well do it in the states.

That's actually a really good price if they are doing all of the fluids as well. Rogue engineering charged me 500 just for valves. Oil change runs me 100 just in material. If you can have them do a brake flush and tranny fluid change for 700, you should do it there
