On the euro setting one of them doesn't come on with lights ....forget exactly.

I think it is the inner one that shuts off with the outer one still on.
It's odd that with my e90 I can turn off the turn signals with the headlights on. They only blink when in use. Car looks cleaner and nicer that way. Wish we could do that with the Z4M.
