It's officially illegal in Oregon to flash to warn others of your presence. Flash to allow someone to merge ahead of you. Flash to warn of police or road debris. All these are typical courtesies european drivers do daily.
Ironically you can put your left indicator on.
My choice is to back off and pass on the right when appropriate.
