No, Inspection I is anywhere from 25,000 - 30,000.
If the car passes the PPI, then there shouldn't be any problems.
I would use that fact as a negotiating tool to knock down the price a bit, since you should have it done at around $1,000 cost.
I'd imagine you'd really have to drive it long and hard for any major problems to occur from no valve adjustments.
