That's got to be where they ran the regular brake cooling duct as well. On the race car they definitely modified the backing plate so that the outlet of the duct was directly aimed at the center of the rotor. The difference may not be substantial for an HPDE car - the pic above surely would provide more one way flow of air though the fender well than stock. The race set up just takes it a step further for focused cooling of the rotor itself, but I'm sure you knew that.

Will still try to find out exactly how they routed the duct work.
