I dont know the exact explanation behind it but I think it's because when you increase the size of the wheel, the distance from the center to the edge of the tire gets larger. Thus your car will sit higher off the ground then it did before, creating a larger gap. Also with bigger wheels you'd run lower profile tires therefore filling in less of the gap. If you want to go to 18" you're going to need to lower your car, simple as that. Or live with the gap.
