Have you had your car smogged (pipe test) since you added Euro headers and relocated your 02 sensors?
It looks like tailpipe testing may be a thing of the past starting in 2013 for MY2000 and newer cars (
link) in CA. As long as we show an OBD II readiness and don't have any codes stored we may be okay, depending on how diligent they are on the visual test (would depend on how stock the relocate looks IMO).
