Yes, it will fit. That doesn't mean it's optimal in terms of contact patch or realizing the benefit of the extra rubber.
Case and point, I ran a 245 on an 8" wide wheel. Temps using a probe at the track showed the middle of the tire was doing all of the work (as did driving, since traction was awful). Putting that same tire on an 8.5" wide wheel? Even temps, good traction, and a better looking set-up. Stuffing the widest tire that will "fit" isn't always the best choice. And I think a 19" wheel with a shorter sidewall will just make issues worse.
Generally speaking I'd recommend a tire where the measured rim is the same as the rim you plan to run and do not run at the minimum of what "can fit".
