Is my DISA valve bad?

while researching cold engine start idle fluctuation, I learned about issues with DISA valve.

So I took mine out to inspect. Looked ok. no gunks and seals were fine. the pin is not loose so no rattling.

But, I can not hardly turn the valve by my hand. I admit that I am not a strong person but using two hands on the valve, i could only move it very little, like 1/6 inch maybe?

I felt if I use more force to open it, it would break. So I did not try any further. Is this normal or is the valve seized?

I really think it should not require a lot of force to open the valve by hand. My feeling says that I have a bad DISA valve. Can anyone confirm?
