I have access to a full machine shop at work along with my uncle being a very good machinist (also has a full shop). This will obviously take longer, but my buddy is pretty decent TIG welder and he is willing to help. I have a solid steel table to use for jigging it up.

i'd say option 2 would be the best as far as time and cost.
That shop looks great, and right next to burns stainless!
