Typically, that boot will dry-rot over time and needs to be replaced. It connects to the throttle body and then to the tube from the air-box with the MAF. I replaced mine a few years ago, and it was falling apart when I pulled it out. I had the same CEL and codes, which haven't come back after replacing that boot. You can get them for around $30 online. It's an easy fix.
