Ignition switch may not have been the issue, it seemed like structurally it was only wobbly if messed with, but the new one felt precise and snug, so I installed it.
Noticed a very small in line wire harness/wire tap where a black wire and a white wire come out one end and are folded and tape wrapped to the plastic harness... about 1/16th of an inch of bare wire is showing from over-stripping before crimping.
So this bundle of harness/taped wire was jammed up against the metal housing of the steering column and the ledge of plastic harness caught on a corner of said metal housing, resting the exposed wire against metal.
Control or ground wire, whichever it may be, it made all the systems controlled by the ACC/ON/Start positions of the ignition totally shorted out.
Glad it was fixed with more electrical tape, not glad the assembly plant in NC didn't use more electrical tape.
