The staggering spring rate is because the rear springs sit further away from the center of the wheel, or closer to the fulcrum/pivot point of the suspension thus requiring stiffer rear spring to produce the same wheel rate for front AND rear.

Equalizing the front and rear spring rate would actually result in more pronounced understeer IMO.
