A tune will cause you to see an increase in power, but not because it gets rid of the SES light; it's the tuning for a catless system that nets the power. To get rid of the light, the tune just tells the secondary O2s to shut up. On or off, the light has no effect on power. The problem is if you have OBDII inspections in your area, the OBDII reader will know you've turned off your secondary O2 sensors. You won't pass inspection with a light, and you won't pass inspection with the O2s turned off.

Relocating the O2 sensors will only get rid of the SES light. You will see no change in power. This method is your best bet for passing inspection as long as there is no sniff test. I'm in no way guaranteeing that you will pass inspection, because I don't deal with your state's inspections.
