Just put a bolt through it and you should be fine.
If you can get a wrench on it, Bob's your Uncle.
If not, I would try a star washer to keep it from spinning.
I would try and Dremel off the weld(s) to get the original bolt out.
My problem's at the other end. One of the mounts to the shock tower snapped off.
